I was looking at this page in moderation:

Obviously, it can't go in it's present location at the very top of the 
customizing and theming section.

It also seems to me that it might be better placed in the locale module 
area

Yet, at the same time, the author notes looking for it in the 
customizing and theming section:

The best strategy to me would be to

a) rewrite this to fit in the locale module section
b) find where to include a brief reference or link to it in the 
customizing and theming book?

Does this make sense? Or is there a better strategy? If so, I'll email 
the author.
