[documentation] Handbook editor status request

Hi guys,

I would like to officially request that I be given handbook editor
status on drupal.org. I have been a core and contrib developer for
some time now, and an issue has recently come up that requires me to
update pages in the handbook:

I have no doubt that this will be the first of many edits that I will
need to perform on the handbook. I promise to use my privilege
responsibly, and in accordance with all the rules and obligations that
are associated with it.
