[documentation] Title of "Actions snippets" in Handbook

    Change "Actions snippets" to "Actions Module snippets"
and
    change "Views snippets" to "Views Module snippets"

I have tripped up multiple times wanting to change how an element is
viewed, 
and erroneously followed this item. To me, it would be better if the
title 
told you it applied to a module.
