Steve, I really like your ideas. "Configuration" is a very broad topic, so 
I'd change the word to "setup" to distinguish from the configuration and 
customizing in the "reference" section. Earlier handbook suggestions 
emphasized simplifying the handbook landing page. After re-looking at it, my 
first cut at re-organizing it is:

Though I agree "Migrating from other software" is an advanced topic, it is 
not really development. My recommendation: keep under "Installation and 
setup." Perhaps note on the top page that in-depth knowledge may be 
necessary to be successful.

Module snippets may be better under their module reference page, or may be 
better under a snippets heading. I could see either.

The "HOWTO: Advanced user's guide" is a total of two pages, and really is 
general suggestions, so I suggested moving it down a level.
