[documentation] Permission to unpublish or delete handbook nodes

TO gain additional rights you'd need to apply for the additional
responsibilities of Site Maintainer role.  Some handbook pages are
locked to php type content.  Some because they call a file in cvs and
others because they should not be edited without discussion.

I wanted to go and help unpublish/cleanup forngren's coding standards 
duplicates and the realized I don't have that perm. Is there anyway I 
can get perms to unpublish? Or, is that going to fall under 'administer 
nodes' (I forget) which will give me too much power? :-P
