[documentation] Standardizing the name for the "Permissions" page.

The latest documentation--within core itself--refers you to the "Configure
permissions" page. But when you get there the page is actually called
"Access control."
This sort of mismatch detracts from useability. Clicking on "Cars" shouldn't
take me to a page called "Autos" or "Vehicles."
"Access control" probably makes more sense to experienced developers. But
"Permissions" is more simple and friendly.
I've posted a Drupal issue suggesting the page be renamed "Permissions."
Meanwhile, in documentation I've seen us calling the page "Permissions,"
"User permissions," and "Configure permissions." Every admin page is a
"configure" page, but we don't have pages called "Configure menus" or
"Configure profiles"--just "Menus" and "Profiles." Consistently, then, the
"Access control" page ought to be called just "Permissions."
Cordially,
O Govinda
