I think "Features Overview" page should be moved up to top level of the 
"About" handbook.

It's really the main page of the handbook, the first one I would be 
looking for if I didn't know anything about Drupal and was comparing 
CMSs. Feels a bit buried at the moment.

Can just be renamed "Features" as well.
