[documentation] Edits for everyone?

I thought the ability for any registered user to edit any book page  
(aka "maintain books") was turned on, but this is apparently only on  
for site maintainers, as sepeck corrected me.

Since newly edited content goes into the moderation queue, is there  
any reason not to turn this on for all registered users?
