    Another tool which would be helpful in the more open  
contributions/editing
process would be an annotations block per book section (or perhaps per
revision)

     This would be used for editors and reviewers to post annotations  
about
a book - as opposed to trying to do this in comments.

     It should also be possible to make this visible only to people  
with the
right permissions.
