Now that I look more closely, this page cannot be changed:
http://drupal.org/handbook/modules/system
The URL is named that way to be consistent with the other pages in the
modules and features section. The script that is used to generate the
admin/help within Drupal depends upon that URL nomenclature.
Also, about your suggestions for naming other pages. Last I heard,
Google does not see words in URLs joined by underscores as separate
words. Best to use hyphens in URL naming. For example,
configuring-cron-linux
