This will answer all of your recent questions. Take a look at the 
"HOWTO: Writing admin/help documentation" section. It describes in 
detail what is being done with the Drupal modules and features section 
for constructing admin/help text:

Contrib modules need some work still, so take a look at the core modules 
in the Drupal modules and features section for examples. They have been 
updated for Drupal 4.7 to conform to the specs laid out in the HOWTO 
documentation (although, they will not include a link to a project page).
