I don't even think it is the best solution to have module maintainers 
document their modules to that extend. Maybe some of us should step in - 
and become "module documentation maintainers"?
I'd volunteer to maintain documentation for a couple of contributed 
modules.
I think your suggestion to "reuse" content in an automated and dynamical 
way is the only way to go - considering the nature of the drupal 
software. It is the right way to to.
