[documentation] best practice: drupal taxonomy/categories

Hi everyone. 100 years ago, I started to write a clear argument on the power
of the taxonomy module. I started by giving out 3 scenarios but life got in
the way and I never quite finished the scenarios. Flash forward to today:

I just finished drafting The Power of Drupal Taxonomy (Categories) --
including clearer scenarios and a step-by-step guide on exploiting the
