[documentation] [Documentation feature] Proposal: How to get
more people involved with documentation

I've been trying to figure out why we are still discussing some of this.
Seems like the consensus has recently been to open editing book pages
for everyone and we discussed it last fall and the overall consensus
seemed to be the same then. Are we waiting for 4.8 for some reason?
