[documentation] How to get more people involved with documentation

One more note.  There should only be book type pages in the handbook, if
note we need to convert them over.  Puregin, I, Amazon and Charlie spent
a lot of time getting all the other content switched and and migrated
out for this very reason.  

The Site Maintainer role has more access and has access to the Full HTML
pages.
The new book maintainer role only has access to the Filtered HTML pages.
Should we change this?

Only full admins have access to php type page content so those few pages
will still be limited in editing to a very few people.
