I'm curious what you mean by this. Are you referring to the path of the 
URL? The problem is that any virtual path structure that is initially 
applied breaks down as soon as we reorganize pages (which does happen 
frequently). If we keep changing the path to represent the 
organizational structure of the text, then we end up with dead links.

I'm also curious why a path structure would encourage cross references.
