Actually, I think all modules should have a page on permissions, but I
thought I would start small.


My idea is a baby page that simply lists each permission and what it
lets the user with that permission do, because sometimes permissions
overlap.  It's a small thing that could be useful to someone AND
doesn't require a whole lot of work.
