Yes, the hook exists. That has never been in dispute.

However, the page in the handbook that I linked to in my original post 
(http://drupal.org/node/40684/) describes how to change the code in the 
story module. Earlier versions of the story module implemented 
hook_validate; thus, text that referenced hook_validate was both 
appropriate and necessary.

But, the current version of the story module does not implement 
hook_validate. Therefore, the existing documentation was rendered out of 
date by the changes to the story module. So, removing references to 
hook_validate *on this handbook page, and only on this handbook page* 
are necessary to keep the handbook up to date.
