Just had a quick look at the PHP snippets page and PHP Template Snippets handbook section and it looks the same (I logged out to make sure I wasn't looking at snippets in moderation) as always.
PHP PAGE SNIPPETS: http://drupal.org/node/23220
PHP TEMPLATE SNIPPETS: http://drupal.org/node/45471
Unless I'm missing something..the only snippets that have "gone" appear to be the ACTIONS SNIPPETS.
I think it's a bad idea to make it more difficult to contribute snippets, but, what I would suggest is more dilligence with the DOC team on how handbook pages are published.
Example: Heine comes up with a few simple guidelines for the doc team to adhere to when approving snippet based handbook pages. Which is included in the handbook for all to see alongside a generic health warning for *ALL* snippets.
The above I would see as a short term elastoplast. I think it's fairly transparent that the handbook doesn't cater for snippets very well and should really be seperated out. I have given it a bit of thought and have come up with the following formula that might work well, but, I wouldn't like to impose it on the DOC team, who are already busy enough as it is.
The general outline is here: http://drupal.org/node/38148
