[documentation] new page on backwards compatibility

I aliased this page a few hours ago.  
http://drupal.org/handbook/version-info
Which has version info and policy on the bottom.  I added this to the
page when Dries removed the 4.4.x series and determined policy long time
ago.  This policy was something that I will freely admit to having had
input on.  I will add that if Dries gets a volunteer to maintain the 4.6
line, then that policy may change, but the 4.6 line would absolutly need
a maintainer before such would happen.
