They may have some funky control panel that doesn't provide a lot of
flexibility. Not necessarily evil, just misguided :P

Err...well, each server actually has to have the Drupal codebase
installed on it. They are two physical, mentally, and electronically
different sites. I install Drupal on serverA and I install Drupal on
serverB. Both have different IP addresses, and DNS can only point to
one or the other.
Multi site == multiple Drupal sites (shared database or not, that's a
step 2, and you can still have shared content WITHOUT sharing the
codebase) running off the same Drupal codebase. And yes, the word
codebase is not ideal.
