[documentation] Fixes in the English for Drupal 6 core

Drupal 6 seems to need a fair amount of work on the English of the interface.
Some of the text is unclear or confusing, some of it ungrammatical, some of
it (rarely) totally off base. Also, for several core modules the help pages
on Drupal.org have been updated and considerably improved, but the help
files in core still use the old text.
I have uploaded a patch for the System module (Drupal 6) at
http://drupal.org/node/163246 to improve that module's English interface,
but the patch seems to have received no attention.
For that matter, I uploaded several such fixes for 4.7 (for example, at
http://drupal.org/node/103041). They didn't make the deadline for that
version, but I've seen no sign they've been used for later versions either.
Since the issues I've mentioned all affect usability, they seem worth
addressing.
What is the best way to approach this?
