[documentation] Add External Links module to documentation/d.o.?

I can ask but I've never been clear on the difficulty of right-click -
open in new window for people building web sites.
The bigger issue in the way isn't really the module (or philosophy of
link opening), it's keeping the number of contributed modules in use
on drupal.org as focused as possible to simplify upgrading the site.
Anything added to d.o. has to pass Security review in addition to the
site maintainers review. It should be a well maintained module by
someone who has been around a while. Any feature in use now on the
site is often expected to be there later (though that is not an iron
rule, just one they want to avoid messing with).
The people who maintain and update drupal.org are notoriously
resistant to yet another module.
