it is suggested that


"Use MENU_LOCAL_TASK if you want the user to see the link in the side
navigation block.

"
When I tried using MENU_LOCAL_TASK, nothing was added to the user's
menu.  When I used MENU_NORMAL_ITEM, a new link was added to the user's
menu.
