I recommend a "Sticky topic" in the documentation forum,
http://drupal.org/forum/33  A sticky topic would stay at the top and
provide some general guidance on how best to make proposals, feature
requests, and the like, since such topics are more constructively
directed through other venues. The below is a DRAFT. A sticky topic will
require a site admin to post.

The documentation forum is best for general discussions about the
documentation handbooks. /Specific/ issues will generally receive better
response as an issue. This forum is good for: 


* General discussions on documentation 


* Asking where to find a topic in the handbooks


* Asking whether a topic in the documentatin is correct or not


The following topics are more appropriate elsewhere: 


* Asking for amplification and directions beyond what is in the
documentation; this is a /support/ forum question. But once you have the
answer, please make a specific update recommendation. 


* *Submitting an issue* is the best for a specific documentation ideas.
