A little while back dww mentioned that maybe having a Project/Issues FAQ
on d.o might be a good idea.  I wanted to get an issue made for it so it
would stay on radar and we could discuss if we should have one and, if
so, where to put it.  I think it would probably be most useful if it was
a block that appeared on project/issue pages but I don't know how
feasible that is.


Here is a snip taken from that IRC convo with dww and webchick for
starters:
dww: we need a "Drupal.org issue queue faq or project stuff in general.
a) yes we know you can't select the drop-down as an anon user.
b) yes we know that code needs info isn't in the list
