Here is the official page on creating documentation, which includes
instructions on joining the Documentation Team: http://drupal.org/node/23367

Here is the most relevant part of that page. To join the team you need to:

Submit an issue <http://drupal.org/project/issues/documentation/> with
category: "support request," and status: "active." Introduce yourself, and
request to join the documentation team and be assigned the documentation
maintainer role. Mention your user ID number (not the username).
