[documentation] Plan the next IRC meeting

Forgot to add: Please indicate your preference for day/time on Doodle  
by 21:00 GMT, Thursday, Aug. 14 (3 pm EDT, noon PDT). That way we can  
get the time finalized at least a week ahead of time so people can  
plan accordingly.
