Yeah this is a great idea - much better than trying to mark things for
removal, and if something can be usefully updated it can be moved back. Also
doesn't stop us removing outdated information from mixed pages and leaving
revisions - two different issues really.
The revamped D6 book module will be great for this, since those pages could
be taken entirely out of the select list for the Handbook and reparented.
