[documentation] Changes to HowTo section

I've just reorganized the HowTo section so that everything is slotted
into a small handful of categories.

It still needs some work, but I think this has made the section much
easier to navigate since we've gone from a rather overwhelming list of
maybe a hundred random articles and headings to a tidy little menu
that can be scanned at a glance.

One node has given me a bit of trouble. For some reason I don't seem
to have permission to edit http://drupal.org/node/190263. Now that
everything else is in it's own container this node sticks out like a
sore thumb. If someone does have access to that node, I'd appreciate
if you could reassign it to the howto > menus and blocks parent.
