Reaching out and defining Drupal end users better are not the same
thing. Using the same analogy here Apache's website would need to
consider every web-enabled person in the world as an end-user to their
website. Such is quite simply not possible. Nor would the flexibility
and power of Drupal lend itself to drupal.org being a one-stop-shop
for every end-user. In fact we make this distinction up front in the
Getting Started guide http://drupal.org/node/21781
