[documentation] Moving directory

Ok I've moved that section to Best Practices.

I wanted to note, though, that I'm still not entirely happy with where
I had to put it. We've got other information about hosting in how
to's, some in FAQs, some in tutorials etc. There really should be
something like an Installation and Hosting Guide which pulls together
all this information (and serves as the container for the D5, D6
installation etc.)
