Actually, this would probably be a good feature to add to the workflow  
section in Drupal core. I know I have quite a few sites that could use  
that feature. Making revision logs required would be a nice feature  
for D7. I don't see an open issue for it, but doing it both ways  
(through form_alter and a patch) should be pretty easy. If I can find  
the time I'll take a look at it.
