[documentation] Proposed fix for information architecture and doc landing page

I wanted to give people a heads up re. a major overhaul I'm plotting for the
documentation landing page and the structure of the Getting Started and
Beyond the Basics guides.

And the proposed replacement for the landing page is available here:

If you have comments, suggestions or objections please make them on the
issue page. I'm hoping to get this done sometime around the middle of
November.

I'm hoping that this restructuring will make it much easier to move forward
on the Drupal 7 docs and the docs part of the drupal.org redesign.
