[support] local.module and filtering strings

Hi Greg,

Mohammed is not a coder, and even if he wants to, he will have a tough
time writing code due to circumstances. He can't provide the patches. He
already described that sorting the untranslated strings by module would
be solving his problem.

You've described how the current process doesn't work very well for
your use case.

Now can you describe (and maybe give patches) for a system that makes
your use case easier?
