[support] Theme block question

Hi,

The site I'm currently working on needs several blocks. The first 
additional block should be placed above the header. The second tiny 
block just above the footer. I also want two columns in the content 
area. Is there a theme that offers these blocks?

Or is there a better way to implement this design?
