[support] Drupal module with different theme and layout

I haven't looked at it lately, but taxonomy theme module does this in  
terms of providing means for changing themes based on taxonomy term  
and/or path.

As for where blocks go, you can define your own regions for each  
theme in the template.php file.

No custom module needed, afaict. Hope this helps.
