[support] Basic building of one web site

Hello,
I'm a new user of drupal and I need to build one really simple web site.
It should have one menu with 4 links, one header,one footer and
The other div of the homepage should contain some basic information.
Can you advice me what is the simplest theme to do this?
And above all can you give me the main steps that I should do to creat this
simple page?
I'm sorry for this simple question but I miss this information.
