You could maybe use taxonomy but I don't think you can set user 
permissions on taxonomies. If you don't have too many different blogs, 
then make each one use a unique content type like blog_dogs and 
blog_cats and then give each user rights only to those blog types which 
should access. He can then create entries in whichever he likes.
