[support] CiviCRM can't find files

I'd already done that but hadn't gotten anywhere. But late last night 
there was a breakthrough with help from support at the data center.

It was definitely an issue with how PHP was reading paths. If I get a 
coherent explanation of why, I'll post it in case anyone else runs in to 
something similar.
