Hi,
 
Actually you're right but I'm using Scale and crop. There you don't have any
anchor point.
 
I would just scale, and the crop, but there's no scale outside of
dimensions.  So If I want to get a 100x100 px image.
And my original image is 200x100
Scale would shrink it to 50x100 and crop would add 50px of extra space.
I could set only the width but then I'd have the problem of 100x200 images.
 
In d6 scale and crop hand anchor points and I can't see this in d7.

Yes. imagecache functionality is now built in.
 
Enable image, and then in
 
Admin->Configure->Media->Image styles
 
You can create your own image styles. You can add more options by using the
Imagecache Actions module, which I've used successfully, if minimally.

When you select crop from the effects list, it gives you the options to set
an anchor point.  You should be able to select the top center anchor point.
