[support] 6.26 to 7.15 fails

Try revisiting the update.php page after this error.  I've found that it
clears and upgrades just fine.

I have had two different sites fail the same way this morning when
trying to do the initial conversion to 7.15

PDOException: SQLSTATE[42S02]: Base table or view not found: 1146 Table
'capt7.filter_format' doesn't exist: SELECT ff.* FROM {filter_format} ff
WHERE (status = :db_condition_placeholder_0) ORDER BY weight ASC; Array
( [:db_condition_placeholder_0] => 1 ) in filter_formats() (line 409 of
C:\wamp\www\drupal7\modules\filter\filter.module).


Ideas?
