[support] Can't create Content Type

I have a copy of the live site on my home installation of Drupal 7

When I try to create a content type on the home site, 
localhost/mysite/admin/structure/types/add 
<http://localhost/eal/admin/structure/types/add> I get a basic blank 
admin page with "Add to Default shortcuts" but am unable to create 
content types;

I enquired some time ago about how to rectify this and someone said 
about deleting database field content but I have misplaced the email.

Can someone tell me what I have to delete, from where and how please so 
that I can create content types.
