[themes] Regions in PHPTemplate handbook page

Hello Everyone,

I was reading over the Regions in PHPTemplate handbook page. Where it 
says the name of the theme is "regional" and so to create a function 
called "regional_regions" ... Isn't that a bit too confusing? That's 
like saying "blocky_block" or "modulation_module."  Immediately 
thereafter there is a NOTICE! trying to clear that issue up. Why don't 
we just make another example in the first place, like "foo_regions" or 
"mytheme_regions" ?
