[themes] optional css configurable by visitors

Mohammed,

What about using the switchtheme module? (http://drupal.org/project/ 
switchtheme)

Then you would just make a subtheme that would be the alternate, high  
contrast css.

I think that should work for what you are needing though I have no  
experience using that module.
