[themes] Theming category selection so users will use it

Hi, as part of some user experience work for Drupal I have conducted  
a small survey on categorization.  One issue that was raised was that  
users did not use the categorization options when submitting  
content.  Does anyone have some ideas, or suggestions about how to  
theme categories so they will be selected by users?
