[themes] Tango iconset: Default for drupal, is NOT GPL.

Summary so far:It has been decided we cannot use tango. So let us move 
forward.

We should find an alternaive that does allow us to go for GPL. 

Here are some possibilities:

    * BlueSphere: http://svgicons.sourceforge.net/ -- SVG, so resizeable
      without distortion. BSD licence. See also

      options imho.

      not sure about licence

Lets pick one, or go for the best option: volunteer to design a 
Drupal-specific set! :)
