[themes] Tango iconset: Default for drupal, is NOT GPL.

Jakub pointed this out to me. It follows the Tango Guidelines, yet is GPL.
Perhaps it would be the most suitable replacement.
Someone could have suggested this already, sorry if I missed it. :)
