[themes] Fixing theme for Theme Garden

Hi folks, I took up the challenge of fixing the Theme Garden theme to 
work in IE: http://drupal.org/node/79557

I ended up creating the tpls from the raw html output and have been 
hacking at the original css.  It still doesn't work right and needs more 
attention.   I won't be able to work on it for a while so I thought I 
would put out what I have done so far out there in case someone else 
wants to have a wack at it.
