[themes] Re: Themeswitcher

I cleaned up the count($themes) check and went ahead and added an overview
page.

This new patch replaces the first one I sent today.

I did not use theme_table() and theme_pager() for the output on the
themeswitcher_page() function.  I am not using database calls, so I didn't
use those functions.  If someone wnts to make those work, please do.
